The video game console market "isn't growing," Microsoft Gaming CEO Phil Spencer said in a new interview, and that's part of the reason why you don't need an Xbox to play Xbox these days.

“We’ll definitely do more consoles in the future,” Spencer confirmed, “and other devices”. “Other devices” may refer to the oft-reported Xbox handheld, which Spencer said earlier this week was in the pipeline but was likely still years away.
